DOMINICAN REPUBLIC: Candelier comes up with a plan

Retired general and former police chief Pedro de Jesús Candelier has shot back into the news with a plan to reshape the country. He claims that he has not yet decided whether he will run for the presidency in 2008 but his conviction that many Dominicans are urging him "to straighten out the country" and his detailed "plan for the nation" suggests that he has already made his mind up.
